你委《关于报送〈国家残疾预防行动计划（2026—2030年）（送审稿）〉的请示》（残工委发〔2026〕5号）收悉。现批复如下：
一、原则同意《国家残疾预防行动计划（2026—2030年）》（以下简称《行动计划》），请认真组织实施。
二、《行动计划》实施要坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，认真落实四中全会部署，全面贯彻习近平总书记关于残疾预防工作的重要指示批示精神，坚持以人民为中心的发展思想，实行预防为主、防治结合的方针，以基层为重点，推进关口前移、早期干预，强化全人群、全生命周期残疾预防理念，紧紧围绕有效减少和控制残疾发生发展、保障人民群众生命安全和身体健康的目标，健全政府主导、部门协作、社会参与的工作机制，通过实施残疾预防科普行动、出生缺陷和发育障碍致残源头防控行动、疾病致残全链条防控行动、伤害致残重点领域防控行动、康复服务提升行动、残疾预防赋能提质增效行动，实现到2030年残疾预防政策体系和防控网络更加完善，全社会残疾预防意识显著增强，重点领域主要致残因素得到有效控制，残疾风险综合防控能力进一步提升。
三、各省、自治区、直辖市人民政府要把残疾预防工作作为本地区“十五五”时期经济和社会发展的重要任务，加强组织领导，明确责任分工，细化落实举措，确保《行动计划》各项目标任务和政策措施落到实处。鼓励各地发挥比较优势、各展所长，因地制宜创新残疾预防工作措施。《行动计划》实施涉及的重要政策、重大工程、重点项目要按程序报批。
四、国务院各有关部门和单位要根据职责分工，强化协调配合，加强工作指导，细化具体支持措施，及时研究解决《行动计划》实施中遇到的问题。国务院残疾人工作委员会要加强统筹协调，强化对《行动计划》实施情况的动态监测和评估。重大事项及时按程序向党中央、国务院请示报告。
