你们《关于报送〈医疗康复护理扩容提升工程实施方案（送审稿）〉的请示》（国卫规划报〔2026〕78号）收悉。现批复如下：
一、原则同意《医疗康复护理扩容提升工程实施方案》（以下简称《方案》），请认真组织实施。
二、《方案》实施要坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，坚定不移走中国特色卫生与健康发展道路，坚定不移贯彻新时代卫生与健康工作方针，实施健康优先发展战略和积极应对人口老龄化国家战略，聚焦“扩容、提质、均衡、连续”，以基层为重点统筹增加医疗康复护理资源供给，进一步提升服务能力水平，加快构建功能完备、上下联动、中西医结合、高效可及的医疗康复护理服务体系，更好满足全人群、全方位、全生命周期健康需求。
三、各省、自治区、直辖市人民政府要加强组织领导，明确责任分工，细化落实举措，确保《方案》各项目标任务和政策措施落到实处。鼓励各地发挥自身优势，因地制宜创新医疗康复护理扩容提升措施。
四、国务院各有关部门和单位要根据职责分工，强化协调配合，加强工作指导，细化具体支持措施，形成推动医疗康复护理扩容提升的政策合力。国家卫生健康委、国家发展改革委要加强统筹协调，及时跟踪《方案》实施进展情况，适时总结推广典型经验。重大事项及时按程序向党中央、国务院请示报告。
