《国家卫生健康委、国家发展改革委关于报送〈中医药振兴发展“十五五”规划（送审稿）〉的请示》（国卫规划报〔2026〕52号）收悉。现批复如下：
一、原则同意《中医药振兴发展“十五五”规划》（以下简称《规划》），请认真组织实施。
二、《规划》实施要坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，认真落实四中全会部署，全面贯彻习近平总书记关于健康中国建设和中医药工作的重要论述，坚定不移走中国特色卫生与健康发展道路，坚定不移贯彻新时代卫生与健康工作方针，坚持中西医并重，坚持守正创新，遵循中医药规律和特点，完善中医药传承创新发展机制，加快推进中医药现代化，推动中医药走向世界，为推动“十五五”时期健康中国建设取得决定性进展提供有力支撑。
三、各省、自治区、直辖市人民政府要把中医药振兴发展作为本地区“十五五”时期经济和社会发展的重要任务，加强组织领导，明确责任分工，完善工作机制，细化落实举措，确保《规划》各项目标任务和政策措施落到实处。鼓励各地发挥比较优势，因地制宜创新中医药振兴发展措施。
四、国务院各有关部门要根据职责分工，强化协调配合，加强工作指导，细化具体支持措施，形成推动中医药振兴发展的政策合力。《规划》实施涉及的重要政策、重大工程、重点项目要按程序报批。国家中医药局、国家发展改革委要加强统筹协调，强化对《规划》实施情况的动态监测和评估，及时研究解决《规划》实施中遇到的问题。重大事项及时按程序向党中央、国务院请示报告。
