你部《关于呈报〈旅游强国建设“十五五”规划（送审稿）〉的请示》（文旅资源报〔2026〕38号）收悉。现批复如下：
一、原则同意《旅游强国建设“十五五”规划》（以下简称《规划》），请认真组织实施。
二、《规划》实施要坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，认真落实四中全会部署，全面贯彻习近平文化思想，完整准确全面贯彻新发展理念，坚持旅游为民，以推动高质量发展为主题，以推进文旅深度融合为主线，统筹政府与市场、供给与需求、保护与开发、国内与国际、发展与安全，着力完善现代旅游业体系，优化旅游空间布局，培育旅游发展新动能，丰富旅游供给，释放消费潜力，提升服务质量，推进高效能治理，深化旅游领域交流合作，加快建设旅游强国，让旅游业更好服务美好生活、促进经济发展、构筑精神家园、展示中国形象、增进文明互鉴。
三、各省、自治区、直辖市人民政府要切实加强组织领导，明确责任分工，完善工作机制，发挥自身优势，因地制宜细化任务举措，将《规划》明确的重要任务和改革举措与本地区“十五五”时期经济社会发展紧密衔接，确保《规划》各项目标任务和政策措施落到实处。《规划》实施涉及的重要政策、重大工程、重点项目要按程序报批。
四、国务院各有关部门要根据职责分工，强化协调配合，加强工作指导，在政策措施制定、重大项目安排等方面予以积极支持，及时研究解决《规划》实施中遇到的问题。文化和旅游部要加强统筹协调，强化对《规划》实施情况的动态监测和评估。重大事项及时按程序向党中央、国务院请示报告。
