你委《关于报送〈残疾人保障和发展“十五五”规划（送审稿）〉的请示》（残工委发〔2026〕3号）收悉。现批复如下：
一、原则同意《残疾人保障和发展“十五五”规划》（以下简称《规划》），请认真组织实施。
二、《规划》实施要坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会精神，认真落实四中全会部署，全面贯彻习近平总书记关于残疾人事业的重要论述和重要指示批示精神，以推进残疾人事业全面发展、高质量发展为主题，以完善残疾人社会保障制度和关爱服务体系为主线，以改革创新为根本动力，以满足残疾人日益增长的美好生活需要为根本目的，提高残疾人社会保障水平，促进残疾人就业创业，健全残疾人关爱服务体系，丰富残疾人精神文化生活，深化助残科技创新应用，保障残疾人平等权益，优化残疾人事业发展支撑保障条件，在中国式现代化进程中共同创造残疾人更加幸福美好的生活。
三、各省、自治区、直辖市人民政府要把残疾人保障和发展作为本地区“十五五”时期经济和社会发展的重要任务，加强组织领导，明确责任分工，细化落实举措，确保《规划》各项目标任务和政策措施落到实处。鼓励各地发挥比较优势、各展所长，因地制宜创新残疾人保障和发展措施。《规划》实施涉及的重要政策、重大工程、重点项目要按程序报批。
四、国务院各有关部门和单位要根据职责分工，强化协调配合，加强工作指导，细化具体支持措施，及时研究解决《规划》实施中遇到的问题。国务院残疾人工作委员会要加强统筹协调，强化对《规划》实施情况的动态监测和评估。重大事项及时按程序向党中央、国务院请示报告。
