广东省人民政府，司法部、交通运输部、海关总署、国务院港澳办：
你们关于对暂时入出内地的相关港澳游艇实行免担保和临时船舶国籍登记政策，并在粤港澳大湾区内地九市（具体包括广东省广州市、深圳市、珠海市、佛山市、惠州市、东莞市、中山市、江门市、肇庆市）暂时调整实施有关行政法规规定的请示收悉。现批复如下：
一、同意自即日起在粤港澳大湾区内地九市暂时调整实施《中华人民共和国海关事务担保条例》、《中华人民共和国船舶登记条例》的有关规定（目录附后），对经粤港澳大湾区内地九市指定口岸暂时入出内地且仅限在粤港澳大湾区内地九市自由行的港澳游艇，实行免担保和临时船舶国籍登记政策。
二、广东省人民政府和交通运输部、海关总署等有关部门要根据上述调整，按职责分工推进落实相关政策，及时对本省、本部门制定的规章和规范性文件作相应调整。
三、广东省人民政府要会同交通运输部、海关总署等有关部门，根据粤港澳大湾区内地九市口岸实际情况，综合考虑口岸类型、功能、通行能力以及监管条件等因素，科学合理确定相关港澳游艇进出境口岸；要会同有关方面落实相关港澳游艇源头管理和属地管控责任，建立相适应的管理制度，加强协同监管、联合执法，在确保有效防控风险的前提下稳妥推进实施。有关情况及时向国务院报告。
四、国务院将根据有关政策在粤港澳大湾区内地九市的实施情况，适时对本批复的内容进行调整。
